Florida Crane Operator Certification Bill Killed as Senate
Session Ends

May 9, 2007- At the Florida Crane Owners Council meeting on April 28, the mood was optimistic as the group discussed the pending tower crane operator certification bill, which had swiftly moved through the House and was waiting for the Senate's approval. FCOC members had expected the bill to pass the first week in May. "It's unprecedented how this bill has scooted through so quickly," Bruce Whitten, chairman of the FCOC, said at the meeting. "It's in the hands of the Senate now."

Further boosting the FCOC's confidence that the bill would quickly become law was the fact that the Senate waived three commission meetings in order for it to be voted on before the session ended, and once it passed, Governor Charlie Crist said that he would sign it into law. May 9, 2007 - While attending his 11-year-old son's basketball game, Adrian Stevens noticed the close score wasn't the only thing holding the crowd's attention. The school district owned a small fleet of aerial work platforms, and one of the machines was parked in the school gymnasium while the game was in play. "Kids were climbing all over it." he said. "I thought that someone was going to get hurt." Stevens' concerns led to a meeting with the school, which later gave him an idea for a product that would increase aerial lift safety and deter theft.

Semi-retired from the restaurant business, Stevens had no previous experience with the lifting equipment industry, but the wheels started turning after his conversation with the school. Lakeland , Fla. , May 2007 - A contractor was fined $16,000 by OSHA for an April 2006 accident in which a construction worker was killed during a roofing job. According to OSHA, at the time of the accident, the 34-year-old worker was standing on the roof's wooden trusses waiting to receive a bundle of plywood from a crane. The worker was standing out of the crane's way, but before the plywood could be placed, the crew leader determined that a staging area needed to be made on the roof for the plywood.

While the crane was in motion, the worker moved to where the crane was to catch materials that another worker tossed to him, and then he tried to move out of the way. However, at the same time he tried to move, the plywood was coming toward him, and the man was then under the load. The crane operator told OSHA officials that the crane spun out of control, causing the plywood to fall on the worker and kill him.
